 JJIF ANNUAL CONGRESS And General Assembly 2002
(Summary Report)

Dates: April 19 - 20, 2002
Location: Barcelona, Spain

Attendees: JJIF Officers, Continental Union Officers and National Delegates & Technical Representatives from each Member Country.

This year's JJIF Annual Congress and General Assembly were held in the beautiful country of Spain! The event was conducted in the excellent conference facilities of the Hotel Ciudad de Castelldefells. Aside from the formal business at hand, it is always wonderful for all of the delegates to renew their lasting friendships, make new friends and further build the network of ju-jitsuka worldwide. At each JJIF Annual Congress new countries are being added to the Ju-Jitsu International Federation as National Ju-Jitsu Organizations are welcomed into the Global Family of Ju-Jitsuka! This year's JJIF Congress was no different in that respect. The newest member of JJIF, the Azerbaijan Republic Ju-Jitsu National Federation was given a warm reception & welcome into the JJIF, the World Governing Body for Ju-Jitsu.

Review of the Congress and General Assembly's Topics:

  1. Welcome to attending Nations and introduction of National Delegates. Dr. Rinaldo Orlandi, President of the Ju-Jitsu International Federation (JJIF) welcomed all attending delegates. He noted that a few countries were not able to send delegates to this year's Congress and General Assembly due to the current state of world affairs and the limitations on travel and the difficulty to acquire visas for some countries. However, he noted that since the last "Gathering" many positive events and achievements have been accomplished by JJIF for World Ju-Jitsu.
  2. Acceptance of last Congress Minutes and of Agenda to be covered at the Congress and General Assembly. Approved by the National Delegates.
  3. Definition of power and right to vote. Only recognized Full National Members who had paid their annual membership dues were allowed to vote.
  4. New member requests and public relations. As noted previously, the Azerbaijan Republic Ju-Jitsu National Federation credentials had previously been reviewed by the JJIF Board of Directors and was proposed and granted membership status by a vote of the General Assembly. In addition, it was announced that the "Eastern Europe Ju-Jitsu Community" has been established by the JJIF.
  5. Presentation of works undertaken by JJIF in the Federal Year 2001.
    1. The Strategic Issues: During the Congress in the year 2000, the Document of Strategic Objectives of JJIF was presented and approved. During the year 2001 substantial projects were achieved in the following four areas of the above-mentioned document.
      1. a. Management and Finance:
  • Great visibility of Ju-Jitsu and JJIF was the consequence of the successful performance during the World Games in Akita, Japan.
  • The President of JJIF was elected into the Executive Committee of the International World Games Association (IWGA) which groups 31 International Sport Federations, for a four-year term.
  • The JJIF presented a complete application for formal "Recognition" by the International Olympic Committee.
  • In the accounting of JJIF, the deficit (absorbed by cumulated equity) was reduced from 17.7 to 6.2% of turnover in year 2001.
  1. Ju-Jitsu Development:
  • A JJIF "Common Technical Program" for belts is being compiled as a support for new Member Countries.
  • The "JJIF Self Defense System" was further developed for trial introduction during 2002.
  • The booklet "JJIF Women Management Committee" was completed as a reference for specific initiatives to encourage greater participation of women in JJIF Management.
  • The JJIF booklet for "Youth Competition Guidelines" was distributed at the Congress
  • A complete database of JJIF Instructors and a ranking of their performance during camps were initiated, and are in progress.
  1. Referee Criteria:
  • Clear criteria for rotation of Referees was introduced in the new "Competition Rules" booklet.
  • A complete database of JJIF Referees and a ranking of their performance were initiated, and are in progress.
  • Continental courses with examination to Continental Class were introduced and reported into the new "Referee Rules" booklet.
  • A "Referee Trophy" concept has been introduced to recognize and award Referee Dedication & Service to JJIF.
  • New software "Scoreboard" program for both the JJIF DUO & Fighting Systems was presented during the Congress to the National Members.
  1. Continental Organizations:
  • As Continental Unions (Europe, North America, and South America) further develop, support was offered to them by the Central Operating Committee and Board Members with ad hoc missions and courses.
  • The concept of Ju-Jitsu Local Community (JJLC) is further encouraged and focused in the areas of South Eastern Asia, South Western Asia (despite the current political difficulties) and Eastern Europe.
  1. Interfacing with External Organizations:

a. In October 2001, JJIF attended in Singapore:

  • General Meeting of the General Association of International Sports Federations (GAISF) Media working Group (in view of cooperation among International Federations).
  • Congress and General Assembly of GAISF (on general issues of Sports priorities, taking into consideration the guidelines presented by the International Olympic Committee (IOC) new President, Dr. Jacques Rogge.
  • General Assembly of the International World Games Association (IWGA) (with the election of new members of the Executive Committee, in view of preparation of WORLD GAMES 2005 in Duisburg, Germany).
  • A formal agreement was signed between JJIF and Digital Network System (DNS) of Ireland to enhance JJIF's presence and visibility, and to initiate promotional activities with economical return to JJIF and its Member National Organizations.
  1. The JJIF Activities: During the JJIF Summer Camp 2001 in Greece (with follow-up during the JJIF Winter Camp 2002 in Germany), a revision was made of works undertaken by JJIF Central Committee, as follows:
  • The JJIF conducted its Summer Camp in Korfu, Greece, 15-21 July 2001 and Winter Camp in Frauenau, Germany, 18-22 February 2002. JJIF Committees met during these events.

  1. The JJIF Newsletter has completed its fifth year of activity (1997-2001) and has been distributed via normal mail to each National Member of JJIF and to key institutions. Abstracts have been inserted on the JJIF Internet website: www.jjifweb.com.
  2. The JJIF Board Of Directors Met:
